Trump Ramps Up Federal Crackdown in D.C. as U.S.-Russia, Ukraine Tensions Escalate

In a dramatic escalation of federal involvement in local governance and law enforcement, President Donald Trump has extended his administration’s oversight of Washington, D.C., deploying National Guard troops and a variety of federal agents to the nation’s capital. These actions come as the administration faces both domestic and international pressures, most notably the ongoing war between Russia and Ukraine and Trump’s upcoming high-stakes summit with Russian President Vladimir Putin in Anchorage, Alaska.

Federal Takeover of D.C. Police

On Wednesday, President Trump announced his intention to seek a legislative extension of federal control over the Metropolitan Police Department. Under current emergency powers, his administration has federalized D.C.’s police for a 30-day period, a move he hopes Congress will approve for a longer duration. Trump stated, “We’re going to need a crime bill … and we’re going to be asking for extensions on that, long-term extensions, because you can’t have 30 days.” The proposal, however, faces significant hurdles in Congress, where Democratic support is required.

The federalization comes amid a reported rise in certain violent crimes in Washington, D.C. In 2024, Metropolitan Police Department data showed a 15% increase in homicides and a 9% increase in carjackings over the previous year. Beginning earlier this week, 800 National Guard troops began deploying throughout the city. Over the past week, more than 1,450 personnel, including 750 local police officers and 30 National Guard troops, participated in law enforcement operations. According to the White House, 43 arrests were made in a single night, with the total number of arrests since the deployment rising to 103, including nearly two dozen migrants.

ICE, Homeland Security, and Immigration Enforcement

U.S. Immigration and Customs Enforcement (ICE) has also ramped up activities in the capital, deploying both Homeland Security Investigations agents and Enforcement and Removal Operations teams. Illustrating the broad scope of the crackdown, ICE worked alongside police and other federal agencies in both anti-crime and immigration enforcement actions. Notably, high-visibility operations took place near transit hubs and commercial centers, resulting in arrests for offenses ranging from assault and theft to immigration violations. The agency stated, “We will support the re-establishment of law and order and public safety in D.C., which includes taking drug dealers, gang members, and criminal aliens off city streets.”

Local and National Reaction

The dramatic increase in federal law enforcement presence has been hotly debated by D.C. residents and officials. Mayor Muriel Bowser, caught between federal authority and local autonomy, has signaled compliance while emphasizing the importance of maximizing federal resources. Some residents expressed concerns about overreach and civil liberties, with worries of federal-police lines being crossed. Others have welcomed the extra support to tackle what they see as a serious crime issue.

Trump’s moves have triggered fierce criticism from Democrats and D.C. statehood advocates, who view the actions as undemocratic and a threat to Washington’s self-governance. Trump, for his part, dismissed such criticisms, stating, “Already they’re saying, ‘He’s a dictator.’ The place is going to hell, and we’ve got to stop it.” The President further reiterated his opposition to D.C. statehood, calling it “ridiculous” and vowing it would not happen under his administration.

Foreign Policy Spotlight: Alaska Summit with Putin

The domestic crackdown is taking place against the backdrop of major foreign policy events. On Friday, Trump is scheduled to meet with President Vladimir Putin of Russia at Joint Base Elmendorf-Richardson in Anchorage, Alaska. The summit aims to address Russia’s ongoing war in Ukraine, a conflict that continues to destabilize Eastern Europe and strain relations between the U.S., its European allies, and Moscow.

Earlier in the day, Trump participated in a video call with European leaders and Ukrainian President Volodymyr Zelenskyy to coordinate approaches to the summit. According to sources familiar with the call, Trump assured allies that he would not discuss any division of Ukrainian territory with Putin, focusing instead on securing an immediate ceasefire. Despite these assertions, European officials remain wary, concerned that negotiations could result in concessions undermining Ukraine’s sovereignty.

As a signal of the summit’s importance, the U.S. Treasury Department temporarily lifted a narrow set of sanctions to facilitate Putin’s travel to Alaska. This does not represent a broader easing of the stringent economic restrictions the U.S. has imposed on Russia, most of which remain in force due to its 2022 invasion of Ukraine.

Tensions, Protests, and Legal Pushback

This intensification of federal activity in D.C. has prompted court challenges and criticism from advocacy groups. Several lawsuits have been filed questioning the constitutionality of the federal takeover and the extent of presidential emergency powers. The D.C. Circuit Court of Appeals recently ruled that NGOs do not have standing to sue over the president withholding foreign aid appropriations, but left open the path for the Government Accountability Office to challenge impoundments.

National and international civil liberties organizations, including Human Rights Watch and the ACLU, have also criticized the administration’s approach, alleging that a focus on “law and order” often targets marginalized communities and risks undermining civil rights protections.

For now, Washington, D.C. remains at the center of a high-stakes contest between federal authority and local governance, with the city’s residents, leaders, and lawmakers grappling with the implications. The outcomes from the Anchorage summit may reverberate well beyond U.S.-Russia relations, impacting global security and shaping America’s international profile. Domestically, the question of federal policing and the balance of power between local and national authorities is poised to dominate national debate as Congress weighs whether to extend or curtail presidential emergency powers in the capital.
