For much of the last decade, Apple and Tim Cook epitomized the successful American multinational—adept at navigating both Washington politics and Chinese diplomacy. “Sacks and Huang both argue that limiting exports of select and non-cutting-edge GPUs to China risks pushing Chinese companies to use domestic alternatives,” said Paul Triolo, senior VP at DGA-Albright Stonebridge Group. “At the end of the day, this argument likely carried the day on the H20 issue.”

Resuming H20 exports, even from existing inventory, provides Nvidia a significant revenue boost and helps maintain crucial client goodwill in China, which remains a top consumer of advanced computing hardware.

Nvidia’s Global Diplomacy: Beyond Beijing and Washington

Jensen Huang is not merely a key figure in U.S.–China relations. In May 2025, he accompanied President Trump on a landmark trip to the Middle East, resulting in an expansive deal with the United Arab Emirates to supply hundreds of thousands of advanced Nvidia AI chips. This agreement solidified U.S. tech influence in the Gulf and countered growing Chinese ambitions in the region. Industry watchers see this as emblematic of Huang’s rise: Nvidia’s products are not just business assets—they are now instruments of American soft power.

At a recent press conference, Huang declared that “every civil AI model should run on the U.S. technology stack,” urging nations worldwide to “choose America” for their AI infrastructure. Additionally, as the U.S. launches a new investigation into the global semiconductor industry, there is speculation of further tariffs and policy moves that could place Nvidia in the crosshairs once again.

“For the moment, Nvidia has gone from being the chief target of chip controls to chief influencer. The question is, how long will that moment last?” said Reva Goujon, a director at the Rhodium Group.

Nvidia’s manufacturing remains heavily concentrated in Taiwan—a potential geopolitical flashpoint. While the firm is ramping up domestic U.S. production, shifting global supply chains is a slow, multi-billion-dollar process. Cook’s own experience managing U.S.-China tensions at Apple may serve as a cautionary tale for Nvidia as it navigates similarly fraught waters.
